how do you get a shihtzu puppy to stop biteing people?

shes 4moth old but she bites alot. I do tell her no but she doesn't lasten

The same way you do with any other puppy.
When she bites, 'yelp' or 'ouch' loudly in a high-pitched tone, then turn your back on her and don't play with her for fifteen minutes or so. This is how dogs do it, and it works – the yelp indicates she bit too hard, and taking away "play" removes the incentive and reward for biting. She will develop bite inhibition fast enough, if you're consistent.

If you *think* she's getting too 'mouthy' and close to biting, stop the play, and redirect her to a chew toy, pig ear, or some other authorized chewie.

    When she bites, everything stops. No play, no scolding, no nothing. Yelp like a puppy, and walk away. She cannot play unless she's calm. Period.

    Does she have a favorite chew toy? If no, then that could be one problem. If she does, every time she starts "teething" loudly say OW! then give her the chew toy and praise her when she starts chewing on it. If she ignores the chew toy, leave her and let her figure out why you left her. She will learn quickly if you stay consistent.

    When she bites, walk away, just ignore her. When she does not bite, then stay and play with her.
    She will learn that when she gets rough, her playmates all leave and she is left by herself.
    But when she plays nicely, she has buddies to play with.

    firmly and in a loud tone tell her no, and then put her in her crate or wherever you keep her when she is by herself.
    you can also pinch the back of her neck, don't worry it will not be harmful to the dog, it makes it so she associates biting with a pinch. and that will help the behavior stop. our vet told us about that technique.
