I take my shih tzu on a 5 minute walk everyday (sometimes twice a day) and I let her run around outside and sometimes play fetch with her. Do you think she gets enough exercise?
You are doing just fine for your dog. That is what nice about a Shih Tzu they don't require that much exercise. They do very well in a small apartment and small yard. The one exercise they require is sitting on your lap and they do that very well.
