a shih tzu is calm, cute,and trained but i don't know about the maltese
My mom had both when I was growing up, and I have to say it was the Maltese, the Shih Tzu was always going insane over something lol. However, both are sweet, but it's always preference and training, but still I prefer Maltese over Shih Tzu.

This is dependent first on the owner, second on breeding. If you want a well trained calm dog it's going to take lots of walks and obedience classes and consistent training. Small dogs need exercise as much as big dogs and if they don't get it can be hyper and destructive.
These dogs are both high maintainence coats…don't forget about that!
