TIME. Time to groom. Time to wash its little face. Do NOT use the chemical cleaners they sell in the stores. Warm water daily will do the trick. Time to train. Pick one or the other pee pads (I dispise) or outside. Use teathering or crate training.

These little dogs seem like they never run out of energy. If you want to be able to train your dog, tire him out before you start working on commands.
