i agree her vulva will get very swollen it's the process her body goes through to accept the male organ when it's time.If she is bred and gets pregnant it will remain swollen for the remainder of her pregnancy.If she is not bred, then the vulva will start to go back down to normal size after the heat cycle is over.

It's not unusual for a dog to take up to 1 year to go into heat. We have had one that was over one. Sometimes you can't necessarilly tell just by the vulva, especially if the dog has a lot of hair like a shih Tzu. When she comes into heat you will know though. She will lick herself a lot and if she is light colored you will probably notice the bleeding. Hope this helps.
