go to the aspca. that is the cheapest place to get a dog unless you find someone on craigslist or the newspaper who is just giving them away, which i doubt. just to get the required puppy vaccines/ fixing/ license will cost more than $85, i'm sure.

Finding a $85 or under pup that's a purebred is doubtful. The only time you'll find thoses are abandoned or from a puppy mill.
Try adopting from your local shelter or SPCA. However, if you're really keen on getting a small breed, try the a shelter that's specific on that kind of breed. But do note there will most-likely be adults, and you'll be lucky to find a pup there.
ALL OF THEM REQUIRE A SMALL AMOUNT OF PAYMENT.

Just to let you know, I'm around the same age as you, and I thought I was ready for a puppy, also. But you know what? I ended up getting an adult golden retriever. Already house and obedient trained, it STILL tired me out. Never regretted not getting a pup.

Keep your eye on Craigslist and Petfinder and the ASPCA sites. Small dogs do come up. Maybe consider one that's not a puppy.

One: You can space out buying supplies – but i would do it BEFORE getting the dog or you'll find yourself needing something when you can't get it or don't have it. You'll need the crate, bowls, food, toys, collar/leash, a few books, a bed for outside the crate, and towels for inside it, carpet cleaner, etc.
Two: You do need to supply vet care within the first week (all of it together, no spacing out though shots aren't usually all together and flea/tick/heartworm stuff is monthly) so you know the dog is healthy and to start a series of shots. No way around that.
Three: The only place to get a hybrid (the real term is mutt) is the local shelter – anywhere else and you're going to be over paying for a mutt with a horrible background. These dogs all come spayed/neutered.
Four: With your price you won't be buying from a breeder so it will be spayed/neutered. Free dogs should be left alone – they're free for a reason (usually an expensive reason like health or behavior.)
Five: There is no such thing as Teacup or Micro dogs – they're all undersized runts. Big health problems and more vet fees.
Six: You don't diaper a dog, you potty train it right from the beginning. Diapering causes health problems.
Seven: Can you feed, water, groom, walk, brush, and train (obedience, potty manners, etc) all by yourself? Everyone in the family will HAVE to help or the dog will not obey them – and that isn't something you want to deal with. Everyone also needs to stick to a set of rules for the dog.
Eight: What about during school? When you get a job? When you go to college? Dogs are 10+ years of commitment.
Nine: Small dogs are generally NOT good with young children. THey tend to become frightened if bothered too much, which can lead to biting. Kids can injure them easily by being too rough.

Add – Those diapers are for female dogs in heat, or for male dogs that have trouble holding their urine due to illness or old age. It's cruel to force a dog to "hold their potty" as opposed to potty training them right away. They aren't human infants, they don't wear diapers except for the above reasons. Leaving a wet or dirty diaper on them can cause infections – plus the diaper you linked has a hole in the back for the tail and it won't stop them from pooping.
As far as college goes, you won't be able to take the dog with you if you go away. Dorms do not allow dogs or any other pets. You can however go to a local college and stay at home through it.
It also sounds like you'll have to get a dog EVERYONE will enjoy since you wont be the primary caregiver – bring the family in to the local shelters and choose one together.

If you can only afford a "mostly free" puppy (your demand list is pretty unreasonable in light of this), how will you be able to afford even the basic vet care it will need? What happens when he/she is injured or is seriously ill? Check out all the posts that sound like "My dog is bleeding from both his ears… we can't afford to take him to the vet. Tell me what is wrong with him & then tell me how I can treat him with some Pepto-Bismol & a box of Cheerios". You can expect to pay hundreds of dollars anually for ROUTINE vet care. Please make sure you can take care of any dog before you adopt it.
