Shih tzus are NOT "miniature." The standard is 8-16 lbs, which is normal and healthy. Anything smaller is an "Imperial shih tzu" which is an undersized runt. http://shihtzu.org/Info/imperial.asp?menu=Info

And, 12 weeks is a great age to get a puppy…. NO breeder should give one away younger than 8 weeks minimum, but 12 weeks is much better. An adult will still be small, and most likely potty trained! There are many advantages in adopting and rescuing an adult shih tzu. Why a female? PLEASE don't breed…. Read about Harley http://www.myspace.com/chalbri and learn from my dog…. I am so angry with her breeder.

There is no such thing as a miniature shih tzu, if someone tells you they have mini shih tzu pups for sale, they are lieing and mean runts.
Dont buy a dog at all if your are being cheap, dogs can cost up to $5000 per year, and they live for an average of 15 years!
When you stop playing cheapos, go to your local shelter.

Remember you get what you pay for. If you want a Shih-Tzu that is going to be a great pet, have a good temperament, be good quality, and have good health then do the right thing and save up the money, put a deposit on a litter from a reputable breeder and wait for a pup. Most of the time if you settle for cheap you may end up paying a TON latter with vet bills and such. However if you cant afford quality then maybe you better wait until your in a better financial position so you can be sure that you have the money to care for the dog properly.

No dog is "cheap"; vet bills can run sky-high, food bills and grooming bills all add up. Those "free to good home" dogs are actually more often than not, more expensive than a shelter/rescue dog. When you adopt, you not only save a life but also your wallet; adoption prices include spay/neuter, shots, etc. Everything that you would pay for with a dog elsewhere, but at a smaller price.
